The building, the first to be built in Pujiang, occupies 111,19 square feet on the main access road to the new city, and lies close to the freeway that connects the town with the center of Shanghai. The Promotion Center is to house the promotional company for the new city and is, as such, a public building. The scheme rests on a large base that connects the different volumes and open spaces, which contain green spaces and ponds. The base stands 3 feet high, and is 500 feet long and 222 feet deep. This large “tray” constitutes the base on which the various elements are arranged that together represent the principal character of Pujiang: the organization of the urban structure based on the public space and specific environmental structures that link the open and built-up spaces.
