The essay analyses the results of a study of the Leader II Community Initiative Programme in the rural areas of regions characterized by industrial district models of organization and regulation of the economy and society, such as the Veneto and Emilia. As regards its intentions, Leader would appear to be a particularly virtuous programme. It certainly belongs to that group of «attempts at innovation that are still open, uncertain and risky» that connote certain contemporary experiments in local governance. Leader ought to be a programme in which policies are devised according to the mode of participation (although there is some ambiguity in the often interchangeable use of the terms “partnership” and “participation”); Leader initiatives develop (and sometimes invent) local resources; they are integrated and multisectorial, innovative and experimental, effective and transferable examples of good practices and, of course, sustainable; moreover, the communities involved inevitably should focus their attention on local development, not in a spirit of inward-looking isolationism but rather as part of transnational networks designed to foster the spread of innovation. The essay focuses on some important outcomes: networks generations, reframing of ideas of local development and constructions of original public spheres, and innovations on policy-making styles.
