Construction sector has a huge potential in CO2 reduction, and public buildings refurbishment could represent an example of best practice. In this context this paper presents as a case study the energy retrofit of “C. Rosselli” high school in Castelfranco Veneto (North-East Italy). The study analyses different strategies to reach the requirements for nZEB (nearly Zero Energy Building), as defined by the EU Directive EPBD recast (2010) about the energy efficiency, and by Italian national legislation for the refurbishment of the existing buildings (D.M. 26/6/2015). The analysis and decision-making method is based on the results of IEA-EBC Task “Cost-Effective Energy and Carbon Emissions Optimization in Building Renovation”: this project intended to develop and propose strategy to maximize at the same time reduction of carbon emissions and primary energy use while taking into account the cost-effectiveness of related measures. The investigation considered both the envelope insulation and the heating system retrofit. It takes also into account subsidies provided in Italy for public buildings by Conto Termico 2.0 incentives strategy. At the end, the work proposes a way for the observance of EU directive by Public Administration on realizing energy refurbishment of buildings and also promotes a sustainable economic model for building industry.
