Who built Santiago’s popular neighborhoods? There is a shared view where both the state, by means of hous-ing policies, and struggling dwellers have taken part in this process developing two parallel actions that frequently mis-matched. This article ponders the housing policies from the 50s and 60s sustaining that between dwellers and institutions an intense dialogue was developed. This, in the technical field, determined a questioning of the conventional design process-es. Architects and urban planners started a research on new design practices open to users’ participation.
