The 1964 Venice Charter aims at the physical preservation of monuments, including in the scope of protection also the related territorial and urban context. In the case of historic urban agglomerations such aims are not easy to achieve, especially in the absence of measures capable of directing measures and strategies that are compatible with the purposes of protection and functional to the needs of contemporaneity, understood as a plurality of spheres and activities, harshly challenged by overtourism and ongoing economic and social changes. Venice, understood here as a case study for questioning the future of historic cities, suffers particularly from these phenomena, and, in this sense, the Association of International Private Committees for the Preservation of Venice drew up in 2021, with the participation of various institutions and scholars, the Proposal for a Venice Charter for Urban Culture, which aims to help bridge the gap related to socio-economic guidelines and measures, which are essential today to preserve the historic cities
